A capital access program  (CAlCAP) in the California area, offers help to small businesses who need help with startup. Created in 1994, and run by the California Pollution Control Financing Authority (CPCFA). The program encourages banks and other financial institutions to make loans to small businesses that have difficulty obtaining financing. Kate Chomko owner of Downtown & Vine, located in downtown Sacramento, is a beneficiary of the program  she used the extra funding to help build a kitchen, now Downtown & Vine serves as a wine bar, restaurant, and retail shop featuring wines from the Napa Valley to the Sierra Foothills & beyond.
